This apparently is the graves of infant children of John Majek.
Shaving cream was used to be able to read what the inscription was as it was 
just scratched into the cement and was completely illegible. When it dries, 
rains, or snows, the shaving cream will disappear with no residue or damage 
what-so-ever to the grave.
